Resolution Reaffirming the Republican Party of Texas Platform’s Opposition to Government Use of Flock Cameras, Automated License Plate Readers, and Similar Surveillance Technologies

WHEREAS, the Republican Party of Texas is committed to protecting individual liberty, privacy,
due process, and the constitutional rights guaranteed to every Texan by the United States
Constitution and the Texas Constitution; and

WHEREAS, Plank 55 of the 2026 Republican Party of Texas Platform states the Party’s
opposition to government use of Automatic License Plate Readers (ALPRs), including Flock
Safety cameras and substantially similar vehicle-tracking technologies, and supports restrictions
on the collection, retention, and sharing of vehicle-tracking information; and

WHEREAS, ALPRs and similar technologies can collect and retain information about the
movements of individuals who are not suspected of a crime and may permit such information to
be accessed, searched, retained, or shared beyond the jurisdiction in which it was collected; and

WHEREAS, such surveillance may be conducted directly by government or indirectly through
private companies, contractors, homeowners associations (HOAs), property owners associations,
private security companies, or other entities; now

THEREFORE, BE IT RESOLVED that the Republican Party of Texas reaffirms our support for
the 2026 Republican Party of Texas Platform Plank 55, which opposes government use of Flock
Safety cameras, ALPRs, and substantially similar vehicle-tracking and mass-surveillance
technologies; and

BE IT FURTHER RESOLVED that the Republican Party of Texas calls upon the Texas
Legislature to enact legislation prohibiting every level of government, including the State of
Texas, state agencies such as the Texas Department of Public Safety, counties, municipalities,
school districts, special districts, political subdivisions, law-enforcement agencies, and other

government authorities from purchasing, leasing, installing, operating, maintaining, accessing,
contracting for, or otherwise using ALPRs or substantially similar vehicle-tracking surveillance
systems; and

BE IT FURTHER RESOLVED that such legislation should prohibit governmental entities from
obtaining, accessing, searching, retaining, selling, transferring, or sharing information collected
through such systems, whether collected directly by government or through a private vendor,
contractor, HOA, property owners association, private security company, or other private entity,
and should prohibit government from using such private arrangements to circumvent these
protections; and

BE IT FURTHER RESOLVED that these protections should be technology-neutral and apply
regardless of the vendor, brand, software, camera, database, or method of deployment, whether
fixed, mobile, cloud-based, or substantially similar systems; and

BE IT FURTHER RESOLVED that nothing in this resolution would prohibit constitutionally
authorized law enforcement investigations, surveillance conducted pursuant to a valid warrant
based upon probable cause, or another specific exception recognized by the United States
Constitution, Texas Constitution, or other applicable laws; and

BE IT FINALLY RESOLVED that the State Republican Executive Committee calls upon
Republican elected officials in Texas to uphold and advance the Republican Party of Texas
Platform concerning Texans’ privacy, constitutional rights, and protection from unwarranted
government surveillance.
