Darwin AI Announces the Nation’s First Bulk Purchase Agreement for AI Governance Through the State of Texas

Awarded under Carahsoft BPA BP2026-0015, giving eligible public organizations state-negotiated pricing with no competitive procurement required.

AUSTIN, TX, UNITED STATES, August 17, 2026 /EINPresswire.com/ -- Darwin AI today announced the nation’s first Bulk Purchase Agreement (BPA) for AI governance, established in partnership with the Texas Department of Information Resources (DIR) and awarded under Carahsoft Bulk Purchase Agreement BP2026-0015. The agreement makes Darwin’s enterprise AI governance platform available to public sector organizations at state-negotiated pricing. Darwin is one of only four technology providers with an active bulk purchase agreement through DIR, and the only one focused on AI governance.

DIR’s Bulk Purchase Program, established under Texas Government Code 2157.068, allows the state to negotiate volume discounts on behalf of all eligible customers. Every DIR customer receives at least the minimum negotiated discount regardless of how much they purchase, and bulk purchases are exempt from the competitive solicitation and purchasing threshold requirements that otherwise apply. For a public organization, that means state-negotiated pricing on AI governance without running a standalone procurement.

The timing matters. AI is already embedded in daily government operations, and agencies are under pressure from legislation like the Texas Responsible AI Governance Act to establish visibility, policy enforcement, and oversight before AI use scales further. Procurement timelines have been the bottleneck. This agreement removes it.

BP2026-0015 serves Texas state agencies, local governments, public school districts, and public higher education institutions. Organizations in other states can access the same pricing through Interstate Cooperation Contracts (ICCs), thereby extending the agreement's reach well beyond Texas.
